California Voted to Go Easy on Shoplifters. Here’s How That Turned Out …

Californians are pointing to Proposition 47, which reclassified shoplifting and other nonviolent offenses as misdemeanors rather than felonies, as being the cause of rising shoplifting and petty theft throughout the state.Prop 47, passed by voters in 2014 with support by the Democratic Party (and originally entitled the Safe Neighborhoods and Schools Act by then-California Attorney General Kamala Harris) made misdemeanors out of offenses that were formerly felonies, including shoplifting and drug possession.The referendum makes an exception for theft offenses involving more than $950. But critics of Prop 47 say that simply incentivizes shoplifters to keep their haul below $950 before going back and doing it again.Voters made Prop 47 a reality by a large margin. Its proponents told the public that it would free up resources so police officers and prosecutors could focus on violent offenders.
